You can try to add USE to /etc/portage/package.use/custom

and then update.

Adding that USE to the custom file has allowed my Update to begin to process.
I could not find what I needed in the Portage Documentation at Gentoo regarding USE.
Finally I came across

This will require more reading but is a help.
If I can get a more complete understanding of the USE flags then I can perhaps publish a Doc here.

Portage gave me the answer but I really was unsure as to how to apply that answer.
